You do not need a passport to enter the U.S.Virgin Islands from the United States. 

You do not need a passport to exit the U.S. Virgin Islands if you return to the United States and DO NOT PRE-CLEAR. 
However, effective December 31, 2005 you will need a passport to enter the USVI from another Caribbean island except Puerto Rico. 

Many of the islands around us are foreign countries (British Virgin Islands, French, Dutch, English etc…) so you will want to be prepared and bring a passport if you plan to “island hop”.
You will need a passport for Pre-clearance.
